This is a charge from paypal to verify your account. You get the money refunded by paypal if you complete the verification through your paypal account. The 4 numbers, in this case 9762, are the code you enter to verify the account. They really should put at least paypal in the description so that people know where it's coming from. It can take a number of days for the charge to appear so people (like me) likely forget and never complete the process. Great way for paypal to make some easy money....
