No idea. But I too have been charged by Swagat Raigad. I too have no idea what the source is? Have you by now figured it out??
This might be Petrol pump station near khalaput toll naka, on mumbai - pune express way
Please note the charge I got is a credit of INR 3.50 to my credit card. Swagat Raigad is the Petrol Pump near Khalapur Toll as soon as you end the Ghat section on the Pune Mumbai Expressway. They refunded INR 3.50 to my credit card.
