I have just cross-referenced all my credit card charges with "sea ppg pof %26 and in lane" payees with my other charges on the same dates and it is clear to me that this identifier refers to the downtown Seattle Pacific Place Garage. From other sources I have learned that "POF" stands for "pay on foot", which is the preferred payment option at this garage. (Another Seattle area parking location with pay on foot or in lane options is the port of seattle's SEA-TAC garage, however on my credit cards that garage's charges are identified by "PORT OF SEATTLE ..." not "SEA PPG POF ...".)
