Neuromax is a medicine comprised of high does of several B vitamins, necessary for normal nervous system activity. It is used medically for nervous system issues like inflammation of the nerves (e.g. sciatica) or more general dysfunction and damage, such as alcoholism (which it does not cure in itself, but it can be part of the recovery). It is also used by various quack programs as a "brain booster" and "neural enhancer" etc. It is unlikely to have any noticeable benefit for people who aren't ill. I see at least one quack advertisement offering "free trials" - presumably followed by bills or credit card charges. If the person receiving these charges has had recent medical treatment, it might be a reasonable charge. He or she should ask his doctor. But it could easily be part of a scam, also. Especially for any inquiries into "IQ enhancing super-medicines" or some such.
